Terms of Reference

  • To undertake a detailed sub-regional credit audit of Higher Education Institutions
  • To evaluate the applicability, appropriateness, and ultimately the adoption of the overarching principles and operational criteria developed by the Joint Forum for Higher Levels by West Yorkshire higher level learning providers
  • To develop and implement a common approach and framework using credit as:
    • a tool to facilitate level 3 learners to progress into and through level 4 and level 5 learning
    • to support institutions in providing employer-led, flexible, work-related HE provision that meets the needs of part-time learners, and employers
  • To explore the potential for developing and implementing a West Yorkshire Module Catalogue which targets part-time learners and employers
  • To consider the potential for developing a West Yorkshire Learner Passport system
  • To undertake a details sub-regional audit of existing progression agreements in place, within and across further education colleges, work-based learning organisations and higher education institutions, for level 3 learners into level 4, and level 4 into level 5 programmes
  • To establish an overarching strategic policy agreement on progression arrangements across partner institutions on vocational learners, approved by the WYLLN Management Board
  • To develop and implement a Progression Agreement Framework and supporting documentation, approved by the WYLLN Management Board
  • To critically review the implementation of operational plans to achieve the targets relating to progression and credit
  • To contribute to the development of plans relating to progression and credit
